{"id":10654,"date":"2025-04-23T21:01:24","date_gmt":"2025-04-23T21:01:24","guid":{"rendered":"https:\/\/usaontheweb.com\/clone1\/digital-id-sector-calls-for-changes-to-government-data-legislation\/"},"modified":"2025-04-23T21:01:24","modified_gmt":"2025-04-23T21:01:24","slug":"digital-id-sector-calls-for-changes-to-government-data-legislation","status":"publish","type":"post","link":"https:\/\/usaontheweb.com\/clone1\/digital-id-sector-calls-for-changes-to-government-data-legislation\/","title":{"rendered":"Digital ID sector calls for changes to government data legislation"},"content":{"rendered":"<div>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.computerweekly.com\/visuals\/ComputerWeekly\/Hero Images\/digital-wallet-mobile-banking-Rostislav-Sedlacek-adobe_searchsitetablet_520X173.jpg\" data-credit=\"Rostislav Sedlacek - stock.adobe\"  width=\"520\" height=\"173\" alt><\/p>\n<p>Rostislav Sedlacek &#8211; stock.adobe<\/p>\n<\/p><\/div>\n<div id=\"content-header\">\n<h2>Suppliers urge technology secretary to work more collaboratively with private sector over concerns government\u2019s digital wallet will gain a monopoly in the market<\/h2>\n<\/div>\n<div id=\"content-center\">\n<ul>\n<li><i data-icon=\"1\"><\/i><\/li>\n<li><i data-icon=\"2\"><\/i><\/li>\n<\/ul>\n<div id=\"contributors-block\">\n<p><img decoding=\"async\" src=\"https:\/\/cdn.ttgtmedia.com\/rms\/computerweekly\/Bryan-Glick-profile-pic-2022-140x180px.jpg\" alt=\"Bryan Glick\">\n\t\t\t\t\t<\/p>\n<p><span>By<\/span><\/p>\n<ul>\n<li>\n\t\t\t\t\tBryan Glick,<br \/>\n\t\t\t\t\t\t<span>Editor in chief<\/span>\n\t\t\t\t\t\t<\/li>\n<\/ul>\n<p>\n\tPublished: <span>23 Apr 2025 9:30<\/span>\n<\/p>\n<\/div>\n<section id=\"content-body\">\n<p>The digital identity sector is calling on the government to amend its forthcoming data legislation and to change policy around use of the Gov.uk Wallet \u2013 which was technology secretary Peter Kyle\u2019s flagship announcement as part of his new digital strategy.<\/p>\n<p>In an open letter to Kyle, secretary of state for science, innovation and technology, a group representing suppliers of online safety and age verification technology said the launch in January of the government\u2019s digital wallet \u201csent shockwaves through the sector\u201d.<\/p>\n<p>The Association of Digital Verification Professionals, the Age Verification Providers Association and the Online Safety Tech Industry Association outlined a number of concerns arising from Kyle\u2019s plans to allow the Gov.uk Wallet to be used for commercial purposes, such as proving a shopper\u2019s age when purchasing restricted goods like alcohol.<\/p>\n<p>\u201cThe news has triggered widespread uncertainty among suppliers and investors,\u201d said the groups in their letter.<\/p>\n<p>\u201cWe are concerned about the inadvertent creation of a government monopoly in digital identity \u2013 one that could stifle innovation, limit consumer choice and impose billions of new costs on the taxpayer for functions the private sector currently provides, such as customer service and integration support.\u201d<\/p>\n<p>A recent independent study suggests the industry\u2019s fears are well founded. A report from Juniper Research into the UK digital ID market predicted a 267% annual growth in the number of people using digital identity apps, reaching 25 million by 2029. Juniper forecasted that more than 45% of UK adults will use the government app \u2013 whereas private sector providers will see just 9% growth over the same period.<\/p>\n<p>The Data (Use and Access) Bill, which is making its way through Parliament, includes legislation that will help to enable the widespread use of digital identity tools supported by government data. The signatories of the open letter want to see amendments to the bill that will avoid \u201cdistortions caused by exclusivity or unfair state-subsidised pricing\u201d.<\/p>\n<p>Specifically, they are calling for:<\/p>\n<ul>\n<li>The Gov.uk Wallet and the government\u2019s One Login single-sign-on tool to be statutorily limited to authentication for public services, to avoid competing with private sector alternatives. \u00a0<\/li>\n<li>Digital identity software that is certified as compliant with the government\u2019s trust framework to be accepted for authentication with public services, rather than One Login having a monopoly for online government access.<\/li>\n<li>Government-issued credentials such as the digital driving licence that Kyle announced alongside the Gov.uk Wallet should be allowed to be held in any certified wallet, not just the government\u2019s own product.<\/li>\n<\/ul>\n<p>The industry groups have proposed a joint technical working group to ensure collaboration between government and certified identity and wallet providers.<\/p>\n<p>\u201cInvestors will be further reassured if these equality, portability and interoperability principles are enshrined in the Data (Use and Access) Bill,\u201d they wrote.<\/p>\n<p>Computer Weekly reported in February about significant concerns among digital ID suppliers and their investors about the government\u2019s plans to compete against them for commercial uses. \u00a0<\/p>\n<p>Iain Corby, executive director of the Age Verification Providers Association, said that better collaboration would also avoid accusations that the government is attempting to introduce a national digital identity scheme.<\/p>\n<p>\u201cThis is not an area where government by press release is wise \u2013 the sudden and very public announcement, made without any consultation, gave many in the industry the impression that digital identity was being nationalised, and that could easily translate to the wider public as a threat of a national ID card by the back door,\u201d he said. \u201cIf that happens, the benefits of digital ID will be lost for another decade.<\/p>\n<p>\u201cWe have had to act now, rather than wait for a consultative meeting scheduled for next month after Computer Weekly first reported this story, because there is still time to amend the Data (Use and Access) Bill to guarantee equality and consumer choice between private and government-issued digital IDs.\u201d<\/p>\n<p>A government spokesperson said:\u00a0\u201cCitizens have dealt with sluggish processes for too long. Our\u00a0Gov.uk Wallet will give millions of Britons access to all their existing government credentials \u2013 like their driving licence \u2013 from their phones and save them hours of wasted time.
